Meeting Name: Comprehensive Air Management System (CAMS) Framework Sectoral Sub-group Consultations
Date: A series of (approximately 5) meetings between September and October, 2009. The first meeting is expected to be held between the 1st and 10th of September.
Place: Face to face meetings in Ottawa and/or conference calls.

Environment Canada (EC) is seeking up to 13 Health NGO delegates to take part in a series of meetings and teleconferences to flesh out further details on key elements of Comprehensive Air Management System framework (see background information below).
The delegates will participate in sub-groups which will be multi-stakeholder and will include representatives from the federal government, provincial governments, industry and NGOs.
Travel and accommodation for all delegates will be reimbursed by Environment Canada as per Treasury Board Guidelines. Additionally, NGOs will be compensated for the following services:
• Participation in technical subgroups at a per diem fee of $350 per day, and
• Preparation for these meetings (1-day of preparation for each day of meeting) at a per diem fee of $350 per day
Selection Criteria
Delegates should have experience working on issues regarding the sector, specifically:
• Positive, open-minded attitude
• Knowledge and understanding of different regulatory standards as they would apply to the sector would be an asset
• Knowledge and understanding of cost-benefit analysis and other analytical tools used in setting regulatory standards would be an asset
• Knowledge and understanding of air emissions control technologies available to manage emissions from the sector would be an asset
• Experience and understanding of the validation exercise done by Environment Canada on the Turning the Corner and/ or other detailed
consultations concerning regulatory or voluntary standards for the sector would be an asset
• For sectors that are primarily based in a particular region, experience with regional frameworks will also be an asset
• Previous experience in consultation processes with government
• Ability to participate constructively in dialogue with other stakeholders and with government representatives
• Personal commitment to fulfilling the responsibilities of this consultation
• Commitment to bringing the outcomes of meetings back to CNHHE members
• CNHHE member in good standing

• Provide views and opinions on technical aspects of the development of regulatory standards for the sector
• Adequately reflect the views of Canadian health NGOs
• Report back to CNHHE on the work of the group
Background Information
Representatives from health and environmental NGOs, industry and provinces collaborated to develop and present in February 2009 a draft proposal – the Comprehensive Air Management System (CAMS) – as an alternative to the Government of Canada’s 2007 Turning the Corner plan. The federal government has recently re-engaged with the “tripartite” group of provinces/territories, industry and NGOs and is working collaboratively with these parties to finalize a framework for managing air quality, building upon the CAMS proposal, and specifically to bring forward a proposal for national regulations of industrial emissions of air pollutants.
Five working groups have been established to flesh out further details on key elements of a framework. One of the working groups, the Base Level Industrial Emissions Requirements (BLIERs) “What” group, is charged with developing base level emissions requirements for the various industrial sectors in the country. The BLIERS “What” group intends to create 11 industry-specific sub-groups aimed at determining the appropriate emissions requirement for each sector as well as one or two cross-cutting sub-group that will work on equipment standards that will be relevant across a number of sectors.
Each sub-group is tasked with developing emissions requirements and reporting back to the BLIERS “What” Group by the end of October. Requirements to be developed are expected to be similar in level of effort to what leading jurisdictions in the world require of similar industry in attainment areas, adjusted to Canadian circumstances. The sub-groups will use as a starting point work that has already been done on setting emissions requirements for these sectors/equipment including: work done by Environment Canada as part of their validation of the Turning the Corner framework, national voluntary frameworks that are in place in Canada or being developed for managing air emissions from the sector and any other information the sub-group feels is relevant/ necessary to develop the appropriate standard.
